The purpose of the Public Works Field Operations Manager position is to supervise, manage and coordinate the work programs and daily activities of the Street, Mechanics, Sanitation and Recycling Divisions of the Department of Public Works (collectively referred to as Field Operations Divisions).
This position is responsible for communicating and coordinating divisional activities with other City departments and other divisions within Public Works.
ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position.
These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Manage Operations of Public Works Field Operations Divisions (25%) - Create and maintain a culture of collaboration, cooperation, camaraderie, and inclusion.
Oversee the preparation of reports of the activities of the Field Operations Divisions as required by various regulatory agencies or as required by the Director of Public Works.
Keep required division records updated and review records kept by other division staff.
Evaluate, develop, plan, implement and direct Field Operations Divisions training programs and requirements.
Lead, manage, mentor and supervise the Field Operations Divisions staff, either directly or through subordinate managers and supervisors.
Assist in the evaluation of candidates for open positions, assist with the interview process and provide input on the selection of candidates to fill open positions.
Establish and evaluate divisional performance standards, motivate staff, assign work and supervise the activities of the Field Operations Divisions.
Respond to emergency situations as necessary.
Manage and Oversee Field Operations Divisions Budgets (15%) - Lead the development of annual operations and capital improvements budgets.
Coordinate with division managers to establish shop rates for Internal Service Fund operating budgets.
Communicate with other divisions and departments for Internal Service Fund chargebacks during operating budget development.
Make recommendations on equipment for replacement.
Review and authorize requisitions and vouchers for the purchase of materials, supplies and outside services to ensure requests are accurate, contain all required information and are in accordance with the City's Purchasing Policy.
Ensure expenditures are within budgetary guidelines.
Direct Operation of the Street Division (15%) - Coordinate the activities of the Street Division Manager and Supervisors.
Consult with appropriate parties regarding such matters as operations and maintenance.
Assign duties as appropriate.
Assist Street Division Manager in organizing future projects and maintaining schedule of upcoming projects.
Develop and enforce division policy pertaining to operations, personnel, customer service and public relations.
Conduct periodic construction site visits to ensure that appropriate safety measures are being taken.
Provide operations oversight in the event the Street Division Manager is absent.
Direct Operation of the Sanitation Division (15%) - Coordinate the activities of the Sanitation Division Manager.
Consult with appropriate parties regarding matters such as operations and maintenance.
Assign duties as appropriate.
Assist Sanitation Division Manager in preparation of Wisconsin Department of Natural Resources Recycling Program Grant application and reimbursement.
Develop and enforce division policy pertaining to operations, personnel, customer service and public relations.
Provide operations oversight in the event the Sanitation Division Manager is absent.
Direct Operation of the Mechanics Division (15%) - Coordinate the activities of the Mechanics Division Manager.
Consult with appropriate parties regarding matters such as operations and maintenance.
Assign duties as appropriate.
Develop and enforce division policy pertaining to operations, personnel, customer service and public relations.
Conduct periodic inspections to ensure that all appropriate safety measures are being implemented.
Provide operations oversight in the event the Mechanics Division Manager is absent.
Coordinate, Communicate and Provide Customer Support (15%) - Promote interdivisional and interdepartmental coordination and cooperation in support of all divisional, departmental and citywide policies and procedures.
Assign duties as appropriate to accomplish divisional, departmental and organizational goals.
Receive and handle questions and concerns from the public, government agencies, elected officials and City staff pertaining to Field Operation's activities, construction projects and other Department of Public Works issues as required.
Perform other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS Education and
Experience:
Bachelor's Degree in Operations Management, Construction Management, Public Administration or a related field.
Minimum of eight (8) years of experience in public works operations, maintenance or related work, at least five of which have involved progressively responsible supervisory duties.
Possess and maintain a valid driver's license.
Necessary Knowledge, Skills, and Abilities:
Thorough knowledge of the principles, practices, policies and regulations of municipal public works operations, including street maintenance and construction; sewer maintenance and construction; and collection and disposal of solid waste.
Ability to use a personal computer and computer programs.
Ability to communicate effectively, both verbally and in writing.
Ability to communicate with courtesy and tact in dealing with the public.
Ability to effectively supervise and organize the work of others.
Ability to train others in executing new programs and in facilitating the professional development of employees.
Ability to ensure compliance with and to follow standard safety practices and procedures common to public works programs.
Skill in the operation and maintenance of equipment utilized by the division.
In evaluating candidates for this position, the City may consider a combination of education, training and experience which provides the necessary knowledge, skills and abilities to perform the essential duties of the position.
