24 an hour 17 hours ago 17 hours ago 17 hours ago Property Manager PURPOSE Property Managers are employed to deliver information, services and subsidy to the affordable housing community including applicants, clients and the public, while preserving program assets for future generations.
NATURE OF WORK Under the supervision of Management, a Property Manager is responsible for the administration of affordable housing, regulations and policy.
Duties include being responsible for information and referral, screening and participant selection, client and stakeholders communication, inspection services, enforcement, collections, purchasing, supervision of assigned staff or contractors, and extensive record-keeping.
ESSENTIAL FUNCTIONS OF THE JOB Major responsibilities and an estimate of the time spent on these function is:
Interview clients to facilitate initial, interim and annual re-certifications 15% Conduct property inspections, order repairs and confirm rent reasonableness 10% Collect accounts and approve necessary and authorized payments 10% Work with clients to ensure lease compliance 15% Direct, supervise and monitor the work of any assigned staff or contractors 10% Properly maintain paper and electronic files to document all communications, acts and omissions 15% Market the affordable housing inventory to both internal and external customers, agencies and firms 05% Assist with development and oversee implementation of program and property budgets 05% In all instances affirmatively act to further access to affordable housing and services in a manner that complies with federal, state and municipal fair housing statutes and regulations 05% Comply with Drug Free Workforce requirements and all rules and regulations regarding a safe and supportive work environment 05% EXAMPLES OF WORK Interviews and screens prospective and current clients for eligibility; explains to all applicants the applicable regulations, documents and verifies all pertinent facts related to eligibility, income, assets, medical expenses, rental, credit and criminal histories; builds and maintains a list of interested parties in order of contact; briefs prospective clients on the program; notifies ineligible families; determines rent or subsidy; conducts dwelling unit, common area and site inspections, and notifies responsible parties of any deficiencies; maintains reports of such inspections and corrections; schedules and monitors necessary maintenance and improvements; provides information and referral services; drafts and executes enrollment or leasing documents; prepares, documents and prosecutes termination notices and assists in small claims actions; replies to all inquiries from prospective residents and from social and governmental agencies; maintains current records on all clients and determines anticipated vacancies; prepares necessary reports for HUD, WHEDA, the State of Wisconsin and the Board of Commissioners; does annual recertification of all families and units under contract; collects rents and approved charges, disburses receipts; keeps financial records; prepares, sends and stores in a timely manner all necessary paper work; performs other related duties as assigned.
DESIRABLE KNOWLEDGES, ABILITIES AND SKILLS Skillful application of interviewing techniques.
Ability to deal satisfactorily with people under stress.
Ability to understand and implement complex Federal and State programs.
Ability to maintain accurate records and consistent office procedures.
Data entry skills and facility with word processing, basic spreadsheets and records storage.
Experience in direct service to low-income persons, property management or program administration is desired.
